Forgot Your eID PIN in Berlin? How to Reset It

If you use a German Personalausweis, an eID-Karte for EU/EEA citizens, or an electronic residence permit (eAT), the chip inside the card can be used for online identification.

That becomes useful for many German digital services. But the online-ID function only works when the chip is activated and you have a working six-digit PIN.

If you still have your current PIN, changing it is usually easy. If you forgot it or no longer have the PIN letter, the route depends on which document you hold.

Which documents have the eID function?

Berlin's official eID PIN service covers the online-ID function on:

the German Personalausweis;
the eID-Karte for EU/EEA citizens; and
the electronic residence permit, or eAT.

These cards contain a chip that can be used to identify you online.

When the card is issued, you normally receive a PIN letter containing a temporary Transport-PIN. To use the online-ID function, you replace that temporary PIN with a six-digit PIN of your own choice.

The chip must also be activated.

Setting the PIN for the first time

Berlin says you can set your personal PIN when collecting the card from the authority.

You can also usually replace the Transport-PIN yourself later using:

an NFC-capable smartphone or tablet; or
a computer with a suitable card reader;

with software such as the AusweisApp.

If the Transport-PIN still works and you can read the card successfully, this can avoid a visit to an authority.

Keep the PIN private. A helper, translator or other third party does not need to know it to explain the process.

Changing a PIN you still know

If you know your existing PIN, Berlin says you can change it whenever you want.

The normal process is to enter the current PIN, then enter the new six-digit PIN twice.

You can do this yourself with a compatible NFC device and suitable software such as the AusweisApp, or change it at the responsible authority.

There is no reason to share the old or new PIN with anyone assisting you.

What if you forgot the PIN?

If you no longer know your self-chosen PIN, Berlin says you can have a new PIN set in person.

The same route applies if you no longer have the original PIN letter with the Transport-PIN and PUK.

The responsible authority depends on the document:

For a German Personalausweis or eID-Karte, the in-person service is handled by a Bürgeramt.
For an electronic residence permit (eAT), Berlin directs you to the Landesamt für Einwanderung (LEA).

This distinction matters. Going to a Bürgeramt with an eAT does not automatically mean the Bürgeramt can reset that card's PIN.

Do you need an appointment?

For Personalausweis and eID-Karte services, Berlin currently says the eID function can be activated afterwards at Berlin Bürgerämter and that this activation can be available without a prior appointment. Some locations also offer appointments.

For an eAT, the responsible authority is the LEA rather than the Bürgeramt.

Because access arrangements can change, check the current ServicePortal instructions for the specific document before travelling to an office.

Do not buy an unofficial appointment slot.

What do you need to bring?

Berlin lists the valid card itself as the key document for an in-person PIN reset.

The card must have an activated chip for the online-ID function.

You must appear personally when the PIN is being set or changed at the authority.

For a reset because the old PIN is unknown, the official page describes the application as an in-person-only process.

Bring the actual physical card rather than relying on a photo or copy.

What if the PIN was entered incorrectly three times?

The PIN letter also contains a PUK, which can be used to remove a PIN block after repeated incorrect entries in situations where the card supports that route.

If you still have the PUK and know what the official software is asking you to do, follow the instructions provided by the card and official application.

If you no longer have the PIN letter, or you are unsure whether the card is blocked or simply has an unknown PIN, use the official authority route rather than repeatedly guessing.

Repeated PIN attempts are not a good troubleshooting strategy.

What if the eID function is not activated?

A forgotten PIN and an inactive online-ID function are different problems.

Berlin's PIN-reset service requires the chip's online-ID function to be activated.

For Personalausweis and eID-Karte holders, Berlin says later activation can be handled at a Bürgeramt.

For an eAT, the route is different and is handled through the LEA.

How much does a PIN reset cost?

Berlin currently lists the eID PIN setting or reset service as free of charge.

That applies to the administrative PIN service described on the Berlin ServicePortal.

If you have a separate problem with the physical card itself, such as damage or loss, a different service and different fees can apply.

What if the eAT itself is lost?

A lost residence card is not just a PIN problem.

If your electronic residence permit is lost or stolen, follow Berlin's separate lost-eAT process. That can involve informing the LEA and, where applicable, blocking the online-ID function.

Do not wait for a PIN reset if the physical card is missing.

Why newcomers often need the eID function

More German administrative services are moving online, and electronic identification can be required to complete some of them digitally.

Typical examples can include government portals that need secure proof of identity rather than a simple username and password.

That does not mean every online service supports every card or every phone. The authority's requirements, your device's NFC capability and the card's activation state all matter.

Before starting an important online application, test the card and PIN early rather than discovering a problem close to a deadline.

A practical troubleshooting order

If the online-ID function is not working, check the problem in a simple order:

Confirm which document you are using: Personalausweis, eID-Karte or eAT.
Check whether your device supports NFC and whether the official app can read the card.
Confirm whether the chip's online-ID function is activated.
If you know the PIN, try the normal official PIN-change process rather than guessing alternatives.
If you forgot the PIN, use the appropriate in-person reset route.
For an eAT, follow the LEA route rather than assuming a Bürgeramt handles it.
Keep the PIN, PUK and other card credentials private throughout the process.

If the physical card is missing, follow the loss or theft procedure for that document.

Repeatedly guessing the PIN

Multiple incorrect attempts can block the PIN. Stop guessing and use the official recovery or reset route.

Assuming the card is ready for online use just because it has a chip

The online-ID function must be activated and a valid personal PIN must be set.

Waiting until an application deadline

Test the card, app and PIN before you urgently need them for an online government service.
