Kita-Gutschein Berlin: A Newcomer Parent's Guide
September 7, 2026 Ā· 12 min read
If you are looking for daycare in Berlin, getting a Kita-Gutschein is one of the key administrative steps.
The voucher confirms that Berlin will fund an eligible childcare place and records how much daily childcare your child is approved for. You can then use it with a publicly funded Kita or Kindertagespflege provider that has a free place.
For newcomer parents, the confusing part is that the voucher and the actual Kita place are not the same thing. You normally need to handle both processes: secure the funding decision through your Jugendamt and separately find a provider with capacity.
Important scope: This article gives general administrative information. SettlyGo can help you understand visible official instructions, organize documents, prepare questions and support routine German communication. SettlyGo does not decide your child's legal entitlement, determine the childcare hours the Jugendamt must approve, submit declarations as your representative, challenge official decisions for you or guarantee a Kita place.
What is a Kita-Gutschein?
Berlin's official Kita-Gutschein service describes the voucher as the decision that establishes your child's childcare need and the approved daily childcare scope.
You need it if your child will attend a publicly funded Berlin Kita or a funded Kindertagespflege place such as a Tagesmutter or Tagesvater.
Once you receive the voucher, you can use it at an eligible provider of your choice if that provider has a free place.
The voucher therefore solves the funding and approved-hours side of childcare. It does not reserve a specific Kita.
Who can apply?
Berlin currently lists the main requirements as:
- the child lives in Berlin;
- you have parental responsibility for the child;
- all people with parental responsibility agree to the application, unless one person has sole responsibility; and
- the child is at least 8 weeks old.
The application is handled by the Jugendamt in the Berlin district where you live, even if the Kita you eventually choose is in another district.
For newcomers, this means your current Berlin residence matters more than the district where you hope to find childcare.
When should you apply?
Berlin currently asks parents to submit a first Kita-Gutschein application:
- no earlier than 9 months before the desired childcare start date; and
- no later than 2 months before the desired start date.
The official average processing time is currently 6 to 8 weeks.
That makes the two-month deadline meaningful. If you already know approximately when you want your child to start, do not wait until you have found the perfect Kita before beginning the voucher process.
There is no equivalent deadline listed for a later request to increase the approved childcare hours.
How many childcare hours can your child receive?
The answer depends partly on age and your family's situation.
From the first birthday
Berlin currently says that from a child's first birthday, the child automatically has an entitlement to up to 7 hours of childcare per day. Parents do not need to provide a special reason for this basic part-time entitlement.
Under one year old
During the first year of life, parents must show a childcare need regardless of the number of hours requested.
More than 7 hours per day
A longer daily childcare scope can be approved when there is an additional need, for example because a parent:
- works;
- studies;
- is in vocational training; or
- cannot provide the childcare themselves because of the family situation.
Berlin also recognizes possible pedagogical, social or family reasons.
For additional hours, the Jugendamt can request evidence supporting the need. Do not assume that another family's approved schedule automatically applies to yours.
What documents do you need?
The official Berlin service lists the signed Kita-Gutschein application as the central document.
Depending on your situation, additional evidence can include:
- the consent or signature of the other person with parental responsibility;
- evidence that you have sole parental responsibility, if applicable;
- a copy of a foster-care agreement for a foster child;
- a Meldebescheinigung if an address information block applies; and
- evidence supporting an extended childcare need or childcare during the child's first year.
Your Jugendamt can ask for evidence that the information in the application is correct, so Berlin recommends attaching relevant supporting documents when you apply.
For newcomer families, district offices may also need practical evidence that allows them to verify identity, residence or the child's details. Use the current instructions from your responsible Jugendamt rather than relying only on a checklist from another district or an older forum post.
How do you apply in 2026?
Berlin's current process is slightly less digital than the word "online" may suggest.
The official service provides an online form-filling tool. After entering the information, you receive the completed application as a PDF.
Berlin then instructs parents to:
- complete the application;
- print the generated PDF;
- have all required people with parental responsibility sign it; and
- send the signed application to the responsible Jugendamt by post or hand it in at the Familienservicebüro in your district.
The Jugendamt processes the application and sends the Kita-Gutschein by post.
Because the signed application is what the Jugendamt needs to receive, do not assume that filling in the online form alone has completed the application.
Use the current Berlin service page before submitting, because the online process can change.
What is the new Willkommensgutschein?
Berlin introduced an important new route in 2026: the Willkommensgutschein.
Unlike the normal Kita-Gutschein, the Willkommensgutschein does not normally require a separate application. Berlin says it is automatically sent to families whose child has not used a Kita-Gutschein by the child's third birthday, provided the family and child generally live and are registered in Berlin.
The Willkommensgutschein can be used like a Kita-Gutschein at a participating Kita or Kindertagespflege provider with a free place.
Berlin began implementing the new system with the Kita year starting 1 August 2026, and the first automatic mailing was scheduled for the beginning of September 2026. The Senate said around 8,500 families would be contacted in the first mailing, followed by quarterly mailings across Berlin.
This is particularly relevant for newcomer families with a child around age three who have not yet used Berlin childcare.
The current Berlin information says the Willkommensgutschein is for a part-time childcare place. If you need a different childcare scope, check the current adjustment procedure with your Jugendamt.
You can read Berlin's current comparison of the two vouchers on the official Kita- und Willkommensgutschein page.
Do you still need to find a Kita after receiving the voucher?
Yes.
A voucher is not a placement confirmation.
After receiving it, you need a Kita or Kindertagespflege provider that:
- participates in Berlin's public childcare funding system;
- has a suitable free place; and
- agrees a childcare contract with you.
Berlin recommends the Kita-Navigator for searching for providers and current capacity information. Your district Jugendamt can also provide information about childcare options.
If you cannot obtain a place at the Kita you prefer, Berlin says you should contact other providers. The Jugendamt can, when needed, carry out a Platznachweis and identify suitable available places. Those places may be in a neighboring district.
A voucher therefore gives you access to the funding system, but it does not guarantee your first-choice Kita.
Can you use a voucher in another Berlin district?
Yes.
Your application is generally processed by the Jugendamt where you live, but the resulting voucher can be used with an eligible publicly funded childcare provider elsewhere in Berlin if that provider has a free place.
For example, a family living in Treptow-Kƶpenick may find a suitable Kita closer to a workplace in another district. The responsible Jugendamt for the application remains based on the family's residence.
How much does a Kita-Gutschein cost?
Applying for the Kita-Gutschein itself is currently free.
Berlin also states that publicly funded Kita and Kindertagespflege childcare is generally free of parental childcare fees.
If your child receives lunch, parents currently pay a ā¬23 monthly meal contribution. Berlin covers the rest of the publicly funded childcare cost.
Families receiving certain benefits may be able to have this meal contribution covered through the Bildungs- und Teilhabepaket. Berlin currently lists benefits including Grundsicherung, Sozialhilfe, Kinderzuschlag, Wohngeld and benefits under the Asylbewerberleistungsgesetz.
Some Kitas can charge separately agreed extras within Berlin's rules, so distinguish the public childcare funding from optional provider-specific additions.
Check the current Berlin childcare cost information before budgeting.
What happens if you need more or fewer hours later?
Your childcare needs can change when you start a job, return from parental leave, change working hours or begin a course of study.
Berlin allows parents to request an extension of the childcare scope. The official service currently says there is no application deadline for an extension, but the Jugendamt may require evidence supporting the additional need.
If you want fewer hours, Berlin says a short notification to the Jugendamt is sufficient. A new voucher is then issued reflecting the changed scope.
If your Kita contract uses fewer hours than the voucher originally allowed, Berlin says the Jugendamt can automatically adjust the voucher to the lower contracted scope after the provider reports the contract.
Is the voucher itself an official decision?
Yes.
Berlin explicitly distinguishes the voucher from accompanying informational letters.
The voucher itself is the document that legally determines the recognized childcare need and scope. Additional letters about financing or the meal contribution are informational.
If you disagree with a formal decision about your entitlement, that can involve administrative or legal questions. SettlyGo can help you understand the visible instructions and prepare practical questions, but it does not provide legal advice or represent you in an objection procedure.
Common mistakes newcomer parents can avoid
Waiting for a Kita contract before applying
You can search for a place and apply for the voucher in parallel. Because processing averages 6 to 8 weeks, waiting can delay the start date.
Assuming the online form is fully submitted
Berlin's current process generates a PDF that still needs the required signatures and must reach the Jugendamt.
Applying to the Jugendamt where the Kita is located
The responsible Jugendamt is generally based on where your family lives, not where the chosen Kita is.
Assuming every child automatically gets more than 7 hours
From age one, the basic entitlement is up to 7 hours per day. A longer scope can require evidence of additional need.
Treating the voucher as a guaranteed Kita place
You still need a provider with capacity and a childcare contract.
Using an old checklist from another Berlin district
The core rules are Berlin-wide, but district offices can ask for supporting evidence based on your situation. Re-check the current official instructions.
Confusing the Kita-Gutschein with the new Willkommensgutschein
The normal voucher is applied for. The new Willkommensgutschein is designed to be sent automatically to qualifying families around the child's third birthday when no Kita-Gutschein has been used.
A practical timeline
9 to 6 months before the desired start
- Decide roughly when you want childcare to begin.
- Start researching Kitas and Kindertagespflege providers.
- Check whether you will need more than 7 hours per day.
- Gather evidence of work, study, training or another relevant childcare need if applicable.
6 to 2 months before the desired start
- Complete the official Kita-Gutschein application.
- Make sure all required people with parental responsibility sign it.
- Send or submit the signed application to your district Jugendamt.
- Continue contacting childcare providers rather than waiting for the voucher to arrive.
After receiving the voucher
- Check the approved childcare scope and start date.
- Confirm that a prospective Kita accepts publicly funded Berlin vouchers.
- Sign the childcare contract once you have an accepted place.
- Keep the Jugendamt informed if your childcare need changes.
Checklist for newcomer families
- My child and I are registered as living in Berlin.
- I know which district Jugendamt is responsible for our residence.
- My child is at least 8 weeks old before the relevant application route.
- I am applying no earlier than 9 months and, where possible, no later than 2 months before the desired start.
- All people with parental responsibility have signed or provided the required consent.
- I have evidence for additional childcare hours if I am requesting more than the basic entitlement.
- I understand that the online tool currently creates a PDF that must still be signed and delivered to the Jugendamt.
- I am searching for a Kita place separately from the voucher application.
- If my child is approaching age three without a voucher, I have checked the current Willkommensgutschein rules.
- I have checked current Berlin information again before submitting because procedures can change.
How SettlyGo can support you
A SettlyGo helper can provide practical administrative support such as:
- helping you identify the Jugendamt responsible for your Berlin address;
- organizing the official document checklist;
- helping you prepare questions about childcare hours or missing documents;
- supporting a routine German phone call or email with the Jugendamt or a Kita;
- helping you understand visible instructions from Berlin's service pages; and
- accompanying you for general language and administrative support where permitted.
SettlyGo does not decide your child's entitlement, fill in facts it cannot verify, sign forms for people with parental responsibility, act as your legal representative, promise approval of a particular childcare scope or guarantee a Kita place.
Final takeaway
For most newcomer families, the key is to treat the Kita-Gutschein and the Kita search as two parallel tasks.
Berlin currently recommends applying for the normal voucher between 9 and 2 months before the desired childcare start, with an average processing time of 6 to 8 weeks. From age one, children generally have an entitlement to up to 7 hours per day without parents having to justify that basic scope; longer care can depend on additional need.
And as of September 2026, Berlin's new Willkommensgutschein adds an automatic route for qualifying families whose child reaches age three without having used a Kita-Gutschein.
Before applying, re-check the official Berlin Kita-Gutschein service and the current Kita- und Willkommensgutschein guidance.
