At a flat viewing a helper asks what a newcomer would not think to ask, about the Nebenkosten, the heating, the Hausordnung and who pays for what. At a bank or an internet appointment they keep the German moving while you read the contract. The limits are the same in Dresden as everywhere: a helper is not a lawyer, a tax adviser or an immigration consultant and gives no legal advice, does not sign or hold a power of attorney for you, and cannot promise how any office will decide. Interpreting at a counter is not a certified translation, so a document that needs a sworn translator still needs one. At any of the city's Bürgerbüros: the central one in the Altstadt, plus Neustadt, Pieschen, Klotzsche, Blasewitz, Leuben, Prohlis, Plauen, Cotta and Schönfeld-Weißig, with the Ortschaft Cossebaude and the administrative office in Weixdorf and Langebrück alongside them. You can come with a booked appointment, or inside the walk-in windows each office publishes. Registration itself is free.
A passport or identity card for every person being registered, the signed registration form, which the office also hands out on the spot, and the Wohnungsgeberbestätigung from whoever gives you the flat. Dresden is explicit that the lease is not a substitute for it, and that owners have to hand one in too. Your Wohnungsgeber is legally required to help you with this. You have two weeks from moving in.
For a main residence, yes, but the requirements are narrow: an account with the online ID function, a German identity card with that function switched on plus its PIN, an NFC-capable phone or a card reader, the AusweisApp, and the Wohnungsgeberbestätigung if you do not own the flat. If you arrived on a passport and a residence permit, you do not have that card, so the counter is your route. Online registrations are usually processed within three working days and the address sticker arrives by post in one to two weeks; at the counter it is done during the appointment.
No, and it is worth being precise about why. Dresden does allow a representative to register for you, but only with a written power of attorney, your own signed form and your identity documents. SettlyGo helpers do not take powers of attorney, sign for you or act as you. A helper comes with you, interprets, checks the paperwork before you go in, and keeps track of what the clerk asks for.
The Ausländerbehörde Dresden sits at Lingnerallee 3, visitor entrance A, 01069 Dresden, and covers everyone living in the city, whether you are from a third country, the EU, the EEA or Switzerland. There are currently no general walk-in hours: you contact the office first, by its hotline on 0351 4886009 or by email, and book a slot if one is needed. A helper can prepare the documents with you, come along and interpret, but cannot file your application, promise a decision or give legal advice.
Three things, regularly. Dresden charges a second-home tax, the Zweitwohnungssteuer, if you register a Zweitwohnung, so a second address is not a free formality. The broadcasting fee office, ARD ZDF Deutschlandradio Beitragsservice, has to be told your new address separately; the Bürgerbüro does not do it for you. And the registration office may pass your data to parties, address publishers and religious communities unless you file an Übermittlungssperre against it. A phone-call booking is often enough to clear the second and third of these.
